In the past control of crowds has mostly involved moving, arresting individuals and generally dispersing crowds as needed.
Enter the truck and its reluctance to be moved along with its ability to support long term occupation of an area with food, warmth and sleeping shelter.
If all occupants are arrested and removed, the civil authority has to deal with physically disabled trucks by the hundreds clogging up civic infrastructure.
A highly agitated group of supporters would also be a potential menace to law enforcers.
A real head scratcher for those that are being asked to clear the streets.
